How not to play people’s politics

Team Anna can say what they want, but they will have to take a political route. It would be good if Anna Hazare & Baba Ramdev enter politics.
The issue of Lokpal has once again taken centrestage. Prime Minister Manmohan Singh meeting with UPA allies on Wednesday was a success but the all-party meeting yielded little on the three contentious aspects of the Lokpal Bill — the inclusion of the Prime Minister, the lower bureaucracy and a citizens’ charter in the proposed anti-graft law. This is to be expected in the initial stages. Even if consensus is not reached with the entire Opposition, possibly there will be agreement with some of the parties. The fiasco for the government we saw on the FDI issue is avoidable.

Communal violence bill punishes only the majority community-Arun Jaitley
A draft of a proposed legislation titled ‘Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill, 2011′ has been put in the public domain. The draft bill ostensibly appears to be a part of an endeavour to prevent and punish communal violence in the country.
Though that may be the ostensible object of the proposed law its real object is to the contrary. It is a bill which if it is ever enacted as a law will intrude into the domain of the state, damage a federal polity of India and create an imbalance in the inter-community relationship of India.

COMMUNAL VIOLENCE BILL
THREAT TO NATIONAL INTEGRATION, SOCIAL HARMONY AND CONSTITUTIONAL FEDERALISM

Ever since the UPA Government came to power in 2004 there started a cacophony about bringing a stricter law to prevent communal violence in the country. In its first term the UPA Government had, as its alliance partners, the Left parties as well as leaders like Lalu Prasad Yadav and Ram Vilas Paswan etc. It may be worthwhile to recall that it were these very people who had launched a massive campaign of disinformation about the then existing anti-terrorism law called the Prevention of Terrorism Act (POTA). They finally succeeded in getting the POTA repealed on the specious ground that it was being used to harass innocent Muslims. Any amount of statistical data contrary to their false claims against POTA wouldn't convince them because the main objective behind the campaign against the POTA was to play the same old game of vote-banks. Incidentally after the 9/11 attacks on the Twin Towers in New York many countries in the world including America have introduced fresh stringent laws against terror while India became the only country to repeal the existing laws thus leaving the security agencies without any instrument to tackle the huge challenge of terror.

A divisive Communal Bill

The Prevention of Communal And Targeted Violence (Access to Justice And Reparations) Bill consisting of 138 Sections and several Schedules altogether running into 66 pages is as without any legitimate social purpose as it is mischievous in its thinly concealed aims and objects. The need for a marathon criminal statute arises only when the prohibited conduct has assumed endemic proportions and the statutes already in force are thoroughly ineffective to eliminate it. In other words it has turned into a chronic cancer of the national multitude.
