The Prevention of Communal And Targeted Violence (Access to Justice And Reparations) Bill consisting of 138 Sections and several Schedules altogether running into 66 pages is as without any legitimate social purpose as it is mischievous in its thinly concealed aims and objects. The need for a marathon criminal statute arises only when the prohibited conduct has assumed endemic proportions and the statutes already in force are thoroughly ineffective to eliminate it. In other words it has turned into a chronic cancer of the national multitude.

अन्ना हजारे ने महंगाई का कारण भ्रष्टाचार बताया है। पिछले दिनों संसद में भी महंगाई को लेकर काफी शोर शराबा हुआ था। भाजपा के नेता और पूर्व केन्द्रीय वित्तमंत्री यशवंत सिन्हा ने भी कहा कि महंगाई भ्रष्टाचार के कारण ब़ढी है। इसलिए भ्रष्टाचार पर काबू पाने के उपाय तुरंत किये जाने चाहिए, लेकिन सरकार महंगाई पर काबू पाने के लिए ब्याज दरें ब़ढा देती है।

गरीब जनता के नाम पर सरकारें जो योजनाएं चलाती हैं, उसका मकसद केवल इतना ही नहीं होता कि उसे सरकार और उसे चलाने वाली पार्टी की लोकप्रियता ब़ढेगी और उसका लाभ चुनावों में वोट के रूप में प्राप्त होगा, बल्कि अब इन्हें इसलिए भी शुरू किया जाता है कि इसके माध्यम से पार्टी कार्यकर्ताआें को आर्थिक लाभ पहुंचाया जा सके, जिससे चुनावों के समय पार्टी के लिए काम करने वालों की एक फौज तैयार रहे।

अमेरिका भी अब गुजरात के मुख्यमंत्री नरेन्द्र मोदी का मुरीद बन गया है। लगभग छह साल पहले मोदी को वीजा देने से इंकार करने वाले अमेरिका ने आज मोदी को भारत का सबसे बेहतर प्रशासक बताया है। अमेरिकी संसद की एक शोध संस्था ‘कांग्रेसनल रिसर्च सर्विस’ की ताजा रिपोर्ट के अनुसार भारत में विकास और अच्छे प्रशासन का सबसे अच्छा उदाहरण गुजरात राज्य है। जहां के विवादास्पद मुख्यमंत्री नरेन्द्र मोदी ने राज्य के आर्थिक विकास को नई गति दी है। मोदी ने प्रशासन में व्याप्त भ्रष्टाचार और लालफीताशाही से निपटने के लिए क़डे कदम उठाये हैं। उनके नेतृत्व में गुजरात देश के आर्थिक विकास में अहम भूमिका निभा रहा है। लेकिन मोदी की तारीफ करने वाली यह रिपार्ट कांग्रेस को रास नहीं आ रही है। बहरहाल कांग्रेस माने न माने दुनिया अब मोदी की तारीफ कर रही है। गुजरात में ब़ढते पूंजी निवेश से भी इसकी पुष्टि होती है। 

भारत-चीन तनातनी में एक और मुद्‌दा ज़ुडा

चीन और भारत के बीच संबंधों में तनातनी का एक और कारण पैदा हो गया है। यह नया कारण है वियतनाम के साथ उसके समुद्री क्षेत्र में तेल एवं गैस की खोज के लिए भारत द्वारा किया गया एक समझौता। दक्षिण चीन सागर क्षेत्र के बारे में समझा जाता है कि उसकी तलहटी में तेल और गैस के विशाल भंडार छिपे हुए हैं। भारत की सरकारी तेल एवं गैस एजेंसी ‘ओएनजीसी’ ने २००६ में वियतनाम पेट्रो के साथ इस क्षेत्र में तेल एवं गैस की खोज का एक समझौता किया था। अब इस खोज कार्यक्रम को जब आगे ब़ढाने का काम शुरू हुआ है, तो चीन ने भारत को धमकाना शुरू कर दिया है।

Whatever he says is of secondary importance; his body language transmits arrogance and defiance. Yes, it seems to say, this is who I am, like it or not.
